  I’ve had occasion to consider the issue, and don’t see any possible non-magical non-fatal means of penetration, cartoon or otherwise (although the possibilities for erotic frottage are clear).

  He/it is clearly a pet of some kind, so perhaps bestiality of some kind could be implied? Put a saddle on him and have a go!

  The guy who wished for the giant penis is clearly sexless, or neuter, with nothing but a flat disk where his genitals would be. Obviously, he wished for large genitals he could wear as his own — from whom, I haven’t a clue. Perhaps the author?? — and has received a penis and testicles larger than himself; an endowment functionally useless as anything other than spectacle.
